The Concept of Operations (ConOps) is the purpose-driven foundation upon which the entire control room technology solution is built. It serves as a dynamic blueprint that outlines daily operational workflows, communication protocols, decision-making procedures, and system functionalities necessary for modern command centers to uphold an intelligent and capable posture of oversight and control. Without a clear ConOps, implemented technologies often underperform or result in poor usability, leading to operational inefficiencies and dangerous interruptions.
CTI begins every mission-critical system design with a thorough needs analysis followed by an inclusive workflow discovery of day-to-day requirements, involving stakeholders and key personnel to define procedures, build a consensus on how systems should function cohesively, and rally around a well-developed ConOps. For instance, this often includes specifying all critical source information that must be managed and visualized, additional data monitoring needs, roles and responsibilities, response protocols, and future workflow considerations.
